Location: Rick MacLeish Memorial Community Centre, 91 Elliot Street Cannington

The Open Houses are being held to gather your input and provide a more informal setting to ask questions and provide feedback. The feedback gained from the Open Houses will be incorporated into any changes to the draft By-law in advance of the Statutory Public Meeting. All attendance will be given the opportunity to sign-up for future updates regarding the By-law.

Statutory Public Meeting Date: Monday, April 6, 2020                                                          TIME: 6:30pm

Location: Township of Brock Municipal Office (Council Chambers), 1 Cameron St. E, Cannington

The Statutory Public Meeting will be held in accordance with the requirements of The Planning Act. The proposed By-law will be presented by the Consultant Planner and Staff with an opportunity for members of the public to ask questions through the Chair. All input gathered through this meeting will again be considered in the final By-law.   All in attendance, or who provide a written request, will be given the opportunity to sign-up for future updates regarding the By-law.

Purpose of the Meeting

Since April 10, 2019, the Township of Brock has had in place an Interim Control By-law regarding Cannabis.  This By-law prohibits the establishment of Cannabis Processing and Production Facilities (CPPFs) in the Township of Brock (with the exception of industrial areas) for a period of one (1) year.  Please note that existing legal growth of Cannabis with permits from Health Canada were exempt from the Interim Control By-law if in operation before April 20, 2019.

Throughout the remainder of 2019, the Township of Brock contracted EcoVue Consulting Planners to undertake a study regarding Cannabis Production and Processing Facilities (CPPFs), as well as to prepare a draft By-law outlining their recommendation for the Township of Brock to amend our existing Official Plan and Zoning By-law to address Cannabis growth and production (File No. 01-2020-PL).

Two open-house sessions were held on February 26, 2020 to provide an opportunity for residents to discuss the draft by-law with Township staff and the consulting team.  The draft by-law will now come forward at a public meeting on April 6, 2020.

Notice of Public Meeting

TAKE NOTICE that the Corporation of the Township of Brock will hold a public meeting on the 6th day of April at 6:30 p.m., in the Municipal Administration Building Council Chambers, 1 Cameron Street East, Cannington, to consider a proposed amendment to Zoning By-law No. 287-78-PL, the comprehensive Zoning By-law, in accordance with Section 34 of the Planning Act, R.S.O. 1990, as amended to incorporate a new By-law regarding the production and processing of Cannabis.

Location of Subject Land

THE SUBJECT LAND is considered to be the entirety of Brock Township.

Purpose of Amendment

THE AMENDMENT, upon approval, serves to enact a By-law regarding the growth and production of Cannabis within the boundaries of the Township of Brock.

Representation (for the Statutory Public Meeting)

ANY PERSON may attend the public meeting and/or make written or verbal representation either in support of or in opposition to this proposed amendment. If you are unable to attend the meeting, written submissions will be received by the undersigned and should also include a request for further notification, if so desired.

If a person or public body does not make oral submissions at a public meeting or make written submissions to the Township of Brock before the by-law is enacted (if approved), the person or public body is NOT entitled to appeal the decision of the Council of the Township of Brock to the Local Planning Appeal Tribunal.

Further, the person or public body may NOT be added as a party to the hearing of an appeal before the Local Planning Appeal Tribunal unless, in the opinion of the Tribunal, there are reasonable grounds to do so.

The revised By-law and associated report will be on the May 4, 2020 Committee of the Whole agenda. Should the Committee have questions or require further discussion regarding the proposed by-law, they will be asked and responded to at this meeting.

Notice of Statutory Public Meeting concerning a proposed amendment to Zoning By-law Number 287-78-PL

WHY YOU ARE RECEIVING THIS NOTICE

This notice is being sent to all residents within 200m of the subject property as per the Township of Brock’s standard for public notification.  If you have questions or concerns regarding the required rezoning of these lands to accommodate the severance of a surplus farm dwelling, you are invited to attend the statutory public meeting.

NOTICE OF PUBLIC MEETING

TAKE NOTICE that the Council of the Corporation of the Township of Brock will hold a public meeting on the 6th day of April at 6:30 p.m., in the Municipal Administration Building Council Chambers, 1 Cameron Street East, Cannington, to consider a proposed amendment to the Township of Brock Zoning By-law No. 287-78-PL, in accordance with Section 34 of the Planning Act, R.S.O. 1990, as amended.

The application, which has been deemed complete, has been submitted by Clark Consulting Services on behalf of Darmar Farms Inc. (Brock Township Project No: 2-2020-PL, File No: 2-2020-RA). A concurrent plan of subdivision application has been submitted to the Regional Municipality of Durham (OPA 2020-02).

LOCATION OF SUBJECT LAND

THE SUBJECT LAND, consisting of approximately 22.63 hectares (55.9 acres), is located on the north side of Cameron Street, municipally known as 396 Cameron Street. The property is within part of Lot 23, Concession 12 (Brock), Pt 4 within Registered Plan No. 40R-13288. The location is shown on the Key Map on the reverse side.

PURPOSE OF AMENDMENT

THE AMENDMENT, upon approval, serves to rezone the subject land from Rural (RU) and Environmental Protection (EP) zone categories to Rural Exception (RU-X) and Environmental Protection (EP) zone categories. This will allow for the severance of a Surplus Farm Dwelling and to prohibit future residential use on the retained agricultural lands.
