Commercial Facade Improvement Program
The Commercial Façade Improvement Program is the Township’s most popular and successful financial incentive under the CIP. This program provides grants to downtown commercial property owners, who undertake façade improvements.
Successful applicants receive a grant which covers fifty percent (50%) of the cost of the improvement up to a maximum of $4000. The grant is paid to the property owner following the successful completion of the approved work.
Property Tax Increment Equivalent Grant Program
The Property Tax Increment Equivalent Grant program offers a grant equivalent up to a hundred percent (100%) of the incremental increase in the municipal portion of property taxes following its reassessment in Years 1 & 2, and 50% in Years 3, 4, & 5. The reassessment will be determined by MPAC and, once all appeals are resolved, the value of the incremental increase will be calculated to determine the grant equivalent for the term of the grant. The property owner may apply to receive the grant following the successful completion of the work completed.
Planning and Building Permit Fees Refund Program
The Planning and Building Fees Rebate is a program that rebates all or a portion of fees to downtown commercial property owners undertaking work that requires planning approval or building permits. The following chart provides detailed information.

Residential Conversion and Rehabilitation Grant Program
The Residential Conversion and Rehabilitation Grant Program offers grants of up to fifty percent (50%) of construction cost to a maximum of $4,000 per residential unit to property owners who create new residential units or improve existing residential units within the existing upper floor space of commercial buildings in the downtown. The maximum grant per property/application is $8,000.
Heritage Property Tax Relief Grant Program
As permitted under the Ontario Heritage Act, and the Municipal Act, the Township is permitted to designate heritage buildings and enact a bylaw to offer tax relief from the municipal portion of property taxes where restoration and preservation work has been successfully completed. An application for the same work that is offered by the Façade Improvement Grant Program will not be considered in combination with an application for an incentive offered by the Heritage Property Tax Relief Grant Program. It should be noted that there are no privately owned buildings designated under the Act within the Township of Brock.
Design Studies Grant Program
The Design Studies Grant Program offers grants to property owners for the preparation of design studies for: heritage restoration and architectural preservation work, safety and building code audits, and/or energy (‘green’) audits. The grant amount is 50% of the cost of professional design services to a maximum of $1,000 per application.
Project Feasibility Studies Grant Program
The Project Feasibility Studies Grant Program provides a total grant amount of fifty percent (50%) of the cost of professional services to a maximum of $1,000 per application. Grants to property owners for the preparation of design studies for: market/export analyses, marketing strategies, labour and training requirements, productivity studies, or other studies as approved by the Township. The feasibility study must support a small business start-up, business expansion, or new product development in one or more of the creative business clusters.
Environmental Study Grant Program (Brownfields)
The Environmental Study Grant program offers grants of fifty percent (50%) of the cost of an eligible study, to a maximum of $5,000 per study, for a property suspected to be environmentally contaminated. Eligible studies include a Phase II ESA, Phase III ESA, and a Risk Assessment Plan prepared by a qualified professional.
Feasibility Study Grant Program (Brownfields)
The Feasibility Study Grant Program is specifically for brownfields and offers a grant amount of fifty percent (50%) of the cost of an eligible study, to a maximum of $5000 per study, for a property suspected to be environmentally contaminated with respect to its reuse and redevelopment potential. Eligible studies include an evaluation of the structural soundness of buildings and/or structures and their mechanical and electrical systems, concept plans for the property or project area, market analyses, and, any other feasibility study as approved by the Township.
Brownfield Tax Assistance Program
The Brownfield Tax Assistance Program is only applicable to properties requiring environmental rehabilitation and implementation of a remedial work plan and/or risk management plan. A Phase II ESA must have been completed for the property. The grant amount cancels the Township’s portion of the property tax during implementation of a remedial work plan and/or risk management plan for a maximum of three (3) years and requires the approval of the Ministry of Finance. Eligible costs include the following: actions taken to reduce the concentration of contaminants on, in, or under the property in order to permit a Record of Site Condition to be filed, placing clean fill and grading as per an approved site plan, installing environmental and/or engineering controls/works as specified in the remedial work plan and/or risk management plan, monitoring, maintaining and operating environmental and engineering controls/works as specified in the remedial work plan and/or risk management plan, and environmental insurance premiums.
