Cannabis in Brock: We Want Your Input!

On April 10, 2019 the Township of Brock enacted an Interim Control By-law “To prohibit the establishment of Cannabis Production and Processing Facilities for a period of twelve (12) months to allow for further research and consultation.” To study this issue, EcoVue Consulting Planners were retained to research the known issues, implementation possibilities and the strategies undertaken by other municipalities.

On October 17, 2018, the Cannabis Act came into force. It puts in place, in Canada, a new framework for controlling the sale, possession, production and distribution of cannabis.

In September 2019, a Council report entitled “Summary of Land Use Study Regarding Cannabis Cultivation and Production Facilities” [the study needs to be combined with the report for this link] was prepared and presented to discuss the Land Use issues surrounding Cannabis. In January 2020, a draft Cannabis Growth and Production By-law was prepared for discussion purposes.

The Purpose and Effect of the Draft By-law

The intention of this by-law is to direct the production and processing of Cannabis to industrially zoned lands where impacts can and will be mitigated. In the rural areas, only micro-cultivation is proposed to be permitted, which means buildings for producing or cultivating cannabis can’t be larger than 200 square metres.

Open Houses Date: Wednesday, February 26, 2020

Times: 2pm – 4pm (presentation and Question & Answer at 3pm) AND

6:30pm – 8:30pm (presentation and Question & Answer at 7:30pm)

Location: Rick MacLeish Memorial Community Centre, 91 Elliot Street Cannington

The Open Houses are being held to gather your input and provide a more informal setting to ask questions and provide feedback. The feedback gained from the Open Houses will be incorporated into any changes to the draft By-law in advance of the Statutory Public Meeting. All attendance will be given the opportunity to sign-up for future updates regarding the By-law.

Statutory Public Meeting Date: Monday, April 6, 2020                                                          TIME: 6:30pm

Location: Township of Brock Municipal Office (Council Chambers), 1 Cameron St. E, Cannington

The Statutory Public Meeting will be held in accordance with the requirements of The Planning Act. The proposed By-law will be presented by the Consultant Planner and Staff with an opportunity for members of the public to ask questions through the Chair. All input gathered through this meeting will again be considered in the final By-law.   All in attendance, or who provide a written request, will be given the opportunity to sign-up for future updates regarding the By-law.

Committee of the Whole Date: Monday, May 4, 2020                                                        TIME: 9:30am

Location: Township of Brock Municipal Office, 1 Cameron St. E, Cannington

The revised By-law and associated report will be on the May 4, 2020 Committee of the Whole agenda. Should the Committee have questions or require further discussion regarding the proposed by-law, they will be asked and responded to at this meeting.

The final By-law will be on the Council agenda at the May 25, 2020 meeting for approval and enactment. Once approved, the 20-day appeal period for all Zoning By-law Amendments begins.
